At its monthly meeting on Monday March 10 2014, Waterford City Council approved the expenditure of €235,000 on Arts Grants and Venue Programmes. The motion was proposed by Clr. Mary Roche and seconded by Cllr. Seamus Ryan.
ARTS PRACTICE GRANTS 2014
Arts programmes and workshops in schools, performances and concerts in a Community Arts Garden, music in the Large Room as well as the Museum, song writing and performance workshops, a film about Ballybricken and the Bullpost, new plays by Red Kettle and Stagemad, music by Katakana and In the Willows and a madcap performance of a Tea Party are some of the programmes supported this year by Waterford City Council’s Arts Grants Programme.
There were a total of 57 applicants for the 17 grants areas spread over the three categories identified in the 2011 – 2016 Arts Plan, namely The Production of Quality Programmes, Audience Development and The Artist and the City.
This adjudication followed the 4th year of competitive applications, as outlined in the Arts Plan. It also marked the specification of areas the Council needs to invest in to ensure a strategic approach to both the City Arts Programme and Arts audiences of the future.
The adjudication committee followed Arts Plan principles such as defined priorities, agreed outcomes, excellence, accessibility, originality, a focus on cooperation and agreement for mentoring/outreach.
In all, Waterford City Council will fund 34 groups/artists and schemes over the period of the year. The grants range from aiding Red Kettle to present Hooked, a new play by Gillian Grattan to Wide Eye Film Unit’s Intergenerational film on the Bullpost and from artist Rosemary Dulson’s Tea Party to performances in a new community garden on an inner City vacant site. The grants also include aid to Acro studios to present exhibitions in Bailey’s New Street and a photographic mapping of the City by renowned photographer Terry Murphy.

Waterford City Council has approved funding support for the following City Venues based on the criteria, as outlined in the City Council’s Arts Plan 2011 – 2016, including outreach to the community, encouragement of new audiences, shared resources and partnerships. The venues are:

Waterford City Council invite applications for financial assistance towards a wide range of Arts projects.
The grants are under three headings:

These grants are for the purpose of animating our City with great programmes, events and performances.. With the exception of the Hospitals/Disability Arts Programme, all these grants are for projects that the public can attend. They must all be of a high standard and employ/utilise local professional talent and services.
This goes towards a professional Theatre Company or a professional Theatre production. The production must employ professional Actors, Choreographers, Crew etc, the public must be able to purchase tickets for the production, it should have six performances excluding rehearsals and previews. It should be in a Waterford City Council supported venue. Waterford City Council understands that this grant is only one part of the package needed to support such a venture.

This grant is for a multidiscipline collaboration between a number of organisations leading to a unique special event or programme that would otherwise not be realised. It is for new creative products that are born from collaboration as opposed to a product that would generally be part of a single organisation’s general remit (such as a play or a film). A good example of a multidiscipline collaboration between a number of organisations leading to a unique special event was ‘Waterford Sings” (massed choirs, composers, poets and a major event) as was the Mozart celebration (Theatre Royal, Spraoi and volunteers). Applicants must prove a collaborative ethos drives the process and that it integrates a number of art forms. Waterford City Council understands that this grant is only one part of the package needed to support such a venture.

This grant is for Amateur/Voluntary groups for theatre/performance production that utilises volunteers across the board. The public must be able to purchase tickets for the production and should be at least four performances excluding rehearsals and previews. A grant for a Theatre production either developed for and including youth or a theatre production by a new pre-professional theatre company. The production must have a professional ethos, must be open for the public to purchase tickets and should have at least four performances excluding rehearsals and previews. The majority of the award will be on a competitive, but rotational basis to one of Waterford’s Marching/concert bands. It will be substantially higher than previous grants so as to enable the band greater opportunities. This is aimed at formal concert providers such as Waterford Music Club and the Symphony Club of Waterford. It’s on a competitive basis for a 12 month long programme. Waterford City Council understands that this grant is only one part of the package needed to support such a venture.

This is aimed to provide an arts programme to involve those who cannot be part of general arts provision either through disability or through being confined to hospital. The programme must have a professional ethos and source talent locally. Waterford City Council understands that this grant is only one part of the package needed to support such a venture.

The premise of this programme is to encourage young people to get involved in the arts by inculcating a curiosity, an interest and appreciation of the arts. It is also an opportunity for established Arts Organisations to widen their practice base by producing one or more of the following initiatives.
Waterford City Council would like to see a programme aimed at 6th class primary schools in Waterford city. As this is part of a coordinated school’s programme, the application must also detail a section that deals with, or explains the depth and context of the arts in everyday life. The programme designers must also coordinate their efforts with the designers of the Secondary Schools Exploring Arts Performance Programme and the Transition Year Exploring Arts Programme.

As this is part of a coordinated school’s programme, the application must also detail a section that deals with, or explains the depth and context of the arts in everyday life. The programme designers must also coordinate their efforts with the designers of the Primary schools programme and the Transition year programme.

Waterford City Council would like to see a programme aimed at either developing production and producing skills or a critical understanding of art or the arts amongst transition year students in Waterford City. As this is part of a coordinated school’s programme, the application must also detail a section that deals with, or explains the depth and context of the arts in everyday life. The programme designers must also coordinate their efforts with the designers of the Primary schools programme and the Secondary schools programme.

We would see this being largely aimed at disadvantaged youth and early school leavers. We would be interested in approaches made with other partners on-board. We would like this to take a narrative style, possibly along the lines of a social history project. These programmes must be fully documented and culminate in a film, a performance or a documented exploration and exhibition. As this is part of a coordinated youth programme, the application must also detail a section that deals with, or explains the depth and context of the arts in everyday life.

This is aimed at youth and older people to encourage respect through exploring common themes to both. We would like this to take a narrative style, possibly along the lines of a social history project and leading to a production. The programme must be fully documented and must include a section that deals with, or explains, the depth and context of the arts in everyday life.

This largely replaces the Small Arts Grants and is aimed mainly at the professional development of individual artists from any discipline, for any purpose that will demonstratively contribute to an artist’s development and the artistic integrity of the City as a whole.
These are Professional Development grants for practicing artists or artist-led groups living and based in Waterford City in the categories of dance, music, drama/theatre, literature, film and visual arts.

It’s purpose is to allow professional and burgeoning artists room and space to develop their ideas or projects via a two week residency at the Tyrone Guthrie Centre in County Monaghan. Artists, in their application, must demonstrate a background in their chosen artform and a commitment to a specific project they want to explore. Waterford City Council reserves the right to award and/or re-advertise the award.
